The Law of the Republic of Belarus No. 300-Z of July 18, 2011 "On Appealsof Citizens and Legal Entities" (as amended on 06/28/2022) establishes the submissionof electronic appeals to state bodies and other state organizationsand receipt of responses (notifications) to them throughthe state unified (integrated) republican information systemsystems of accounting and processing of appeals of citizens and legal entities (systemof accounting and processing of appeals).
Users' access to the system of registration and processing of requestsis provided through a website on the global computer network Internetat https://обращения.bel (internet site).

Information for applicants in the system of registration and processing of applications
Applicants in the system of registration and processing of applications:
- are registered by filling out the registration form on the website;
- submit electronic appeals and receive responses (notifications) to them;
- review the list of submitted electronic appeals and the status of their consideration;
- send information messages and requests for advice on the functioning of the system of accounting and processing of appeals to the operator of the system of accounting and processing of appeals.
Applicants (with the exception of persons who are administrators of organizations or responsible persons) are registered in the system of accounting and processing of applications by entering the following information about themselves into the registration form on the website:
- surname, proper name, patronymic (if any), address of residence (place of stay), mobile telecommunication subscriber number, e–mail address - for an individual;
- the payer's registration number, name, address of the organization's location, as well as the surname, proper name, patronymic (if any), e–mail address and mobile telecommunication subscriber number of the head or the person authorized in accordance with the established procedure to sign appeals - for a legal entity.
During registration, the applicant (with the exception of the person who is the administrator of the organization or the responsible person):
- confirms the subscriber number of cellular mobile telecommunications by entering the confirmation code received in an SMS message to the specified number;
- confirms the email address by clicking on the link received to the specified address;
- attaches a public key certificate belonging to him or a biometric document if it is used for identification and authentication in the system of accounting and processing of requests.
Upon completion of the applicant's registration (with the exception of the person who is the administrator of the organization or the responsible person), the system of accounting and processing of requests automatically generates the applicant's personal electronic cabinet.
The applicant (with the exception of the person who is the administrator of the organization or the responsible person) for identification and authentication in the system of accounting and processing of applications, applicants can use:
- login and password generated by him during registration in the system of accounting and processing of requests;
- login and password generated during registration in the national postal electronic system;
- a public key certificate or biometric document belonging to him.
After the applicant (with the exception of the person who is the administrator of the organization or the responsible person) passes the identification and authentication procedures, the system of registration and processing of requests authorizes him by providing the opportunity to use the functionality available to the applicant in the personal electronic cabinet.
